1. its ok not great, what did u do wrong to get it so low, 700 is considered good, 646 is just average, any credit card issuer would work with you unless its a bogus score generated by one small account, under 600 is trash. just info for u
2. Capitol One would probably approve you for a card with a limit between $500 to $1000. That's about where I started about 6 years ago.
3. most any major credit card should be obtainable!!!
