1. Not really. Those that loan out the money would be worried about being ripped off by you. Best to cut your expenses and pay down your debt and improve your credit score. Good luck. BTW, borrowing money to pay off debt does nothing to reduce debt, it just moves it around. Lenders now know this so have all but stopped the practice.
2. It appears you are the one ripping off......bad credit........how did that happen........didn't pay your bills.......you ripped someone off.......... Not a chance of getting a loan.....
